This is *NOT* true. A member of a Venturing Crew who obtained first class
in a troop can continue rank advancement to Eagle WITHIN THE CREW. He does
*NOT* need to be a member of a troop (If he continues to be a member of a
troop, there's no need for any "exemption").
Also, while OA *ELECTIONS* are not permitted in crews, registration in a
Crew does count as being "registered in the BSA", and boys who were elected
in a troop can continue to be active OA members while registered only in a
Crew. Again, this is the way it was handled for the old exploring program.
