yes, "scouts" does need money and yes, we've changed uniforms, names,
programs numerous times in the past 25 years (specifically, the period 72-98),
and in every instance:
where a program change took place, we lost youth and Adult membership;
where a uniform change took place, we received a designer based, less
utilitarian, costlier uniform - costlier due to smaller numbers and
when a name change occured, it too say a drop in numbers and programs, w/
a rise in costs w/o tangible results.
The biggest reason for this change from unit to community funding
requirements, was the total lack of direction and management of the BSA
during this time - knee jerk rather than considered responses to issues or
threats by various self-interest groups and the United Way.
- one of the worst/first of these attacks on the "traditional BSA
program" was the innercity/say no campaign of the early 70's.
There are many ways for units to raise funds w/o "stepping on
District/Council toes", but the reasons behind the NEED not to step on them
fall squarely on Nationals doorstep and the "leaders" of the movement when
this decline started.
