sorry, but unless things have changed recently, you don't have the
authority to "move" the unit; the Chatering Org "owns" the unit. The number,
the equipment, the "whole enchilada" - yes, I know you say you don't "use"
them for anything, but that's not how BSA views the relationship.
See, if an org "Charters" a unit, its expected they provide certain
"basic" services - beyond that, anything goes.
Contact your DE, District Commissioner/Unit Commisioner and have them
contact the chartering org; if you also know several orgs willing to charter
your unit, I'm sure your DE would be very happy to find potential homes for
needed new units.
Realize this isn't what you wanted to hear - I couldn't believe it when I
was told it during Adult training, but there you are...
