Cub packs very often have by-laws and normally need them; troops have
by-laws also, but normally they pertain to the running of the committee,
maybe a "general concept about how the troop functions - ie, major cash
outlays need committee approval, etc., but I've found few units that get into
the nitty gritty, day to day running of a troop in their bylaws.
Again, when I was a youth, if the troop leadership had problems that they
couldn't resolve they went to the SM; if a discipline problem and well
documented as such, he had the right to dismiss the kid from the troop and
get committee support
to back it up on appeal.
