No one has responded yet, but does anyone know what the peak figure in
the past for "Traditional Scouting Programs" would be and what
percentage of the program it was at that time?
It would also be nice to have a sponsor breakdown.

Based on current figures in the BSA 1998 Annual Report:
"Scouts+Varsity" (945,588 + 77,859) represents 21.5% of all programs
and 30% of Traditional programs with 1,023,447 members.
"Cubs+Tigers+Webelos" (1,006,489 + 304,374 + 861,184) represent 45.7%
of all programs and 64% of Traditional programs with 2,172,047 members.
