Not quite sure of what kind of instructor you are referring to :-) But I will
take a stab at it.
In our District, we have had "Advancement Camporees" where we
arrange Merit Badge Counselors and the boys pre-sign up for the merit
badges they want to take and then do the pre-work before they meet
with the counselor at the camp. We also have other scouters there who
work with the younger Scouts on their requirements while they are
there. And we offer Webelos pins there too. In the same fashion.
We also have a Council JLT. This is with youth staff members teaching
other youth how to be leaders in their Troops through hands on
experience. This program has been HIGHLY successful and we are
talking about having 2 sessions this year due to the great amount of
boys that want to take the course. The course always fills up fast with
the boys that the Scoutmasters reccomend.
