*Personally*, that's NOT a good idea. Part of the idea of leadership
training from the BSA's point of view, is the idea of the leader exercising
his ability to pick people whom works best with him. This is why in the
books, the Patrol Leaders appoint their Assistants and the Senior Patrol
Leader appoints (with the consent of the Scoutmaster) the other Troop
officers and his Assistant. The Patrol Leader or Senior Patrol Leader must
be confident that whomever he appoints to "take his place" will do the
job...the same or better....as he was able to do.

No. It's not typical. Most Troops make it a policy that the Senior Patrol
Leader cannot be re-elected more than twice; and that Patrol Leaders cannot
This allows the Patrols to have new leadership every six to nine months, and
the Troop to undergo new leadership every year to 18 months. "New
Leadership" however, only goes far with the elected members....the appointed
members can move around more frequently and because they are appointed
instead of elected, it's easier for a Senior Patrol Leader to get rid of a
Scribe, for instance, that's not doing his job and replace him with someone
that really wants to do the job and whom needs the position for the next rank.
Remember that Instructors are also valid leadership positions....electing
Instructors doesn't just seem right. Instructors should be appointed
depending on their ability to teach a set of skills and their ability to
maintain those skills over a period of time.
