To my way of thinking, the "policy" part comes in when a Scout *doesn't*
conduct himself in keeping with the Scout Oath and Law. How is the
situation to be handled? Who handles it? What is to be done with the
Scout who violates the Oath and Law? Who is involved in the process?
Those are the questions a troop policy or handbook needs to address. I,
too, would like to see how other troops deal with this because I have
also been tasked to come up with a handbook for our troop.
