Exploring, for many, was an 'older youth' program used for retention
of older Scouts. Like Varsity Scouting was and is. Now we have
Venturing and Sea Scouting and are not directing as many older boys to Exploring. It will be very interesting to see in the 1999-2002 numbers if we are, indeed, holding on and attracting youth to older youth programs,
and which ones.
I think the BSA has a very good program in Venturing and Sea Scouting, but only time will tell if it attracts the numbers anticipated. In my area
they are attracting a number of older Girl Scouts.
