The difference to me is that there is only one SPL, for example. If an
individual runs for SPL and is not elected it doesn't mean that he's a bad
scout, that he doesn't live the oath and law, or that his peers don't want
him around. It means that his peers think that the person they did elect
would do a better job.
Under today's OA election rules, it is a pretty clear signal to a boy who
does not get elected that his peers not only don't consider him the "best",
but that they don't consider him "worthy" at all.
