You can't even be chartered as a Council Chapter, Mike. Officially, the
National Eagle Scout Association is NO LONGER in the "chartering business"
and hasn't been for several years now. Your Council can grant you the
permission to operate an Eagle Scout Association within their guidelines and
under their direction, but the National Eagle Scout Association doesn't do
this anymore...and be looking for a restructuring of the NESA as the new
year comes along....
Of course, individuals can still continue to become and renew their
membership with the National Eagle Scout Association.
