Yes, he or she is responsible for advancement and recognition on either
the entire program or the Boy Scout or Cub Scout side of the program.
National is pushing for an overall Advancement Chair, with additional
Cub and Boy Scout chairs under the Advancement Chair. Duties are
spelled out in Advancement Committee Policies and Procedures, NSN 33088B
- the one with the red cover.
On the Boy Scout side this involves maintaining the district merit
badge counselor listing, running the Eagle Courts, representing the
district and its units at the Council Advancement Committee meeting -
running requests for modified requirements for handicapped scouts,
heroism recognition applications, approving Merit Badge Counselor lists
for summer camp, - and may find him/herself working on recognition for
award of training keys and awards, and District Awards of Merit.
Every district and council has these positions.
