I agree with your concerns regarding how OA Elections can result in
winners and losers. But like many things in Scouting, it is not the
system, but how individuals act with in it that is the problem. If too
many make the wrong choices then we should change the system. While your
examples of adults poorly handling the election process are
illuminating, I do not think they represent most boy's experience.
I have had failures to be elected become the exact event a boy needed to
continue to grow. It usually is the signal from a boy's peers that he
is not living the Scout Oath and Law. When a boys is becoming full of
himself as he rises to the top of his Troop and rising in stature in
school and sports, a vote of no confidence can be a powerful message.
Like many things in Scouting, it is up to dedicated leaders to shape
this experience so its RESULT is positive.
Regarding the basic thread, I have not seen a difference in the new vs
old election process. I helped on of our election teams last year and
saw cases of 2 of 14, 0 of 1 and 4 of 5. The results were often
puzzling and seemed to be more related to the new boys taking the
election team's message seriously and not wanting to vote for boys they
did not know for elections held in the Spring.
