As WELL HE SHOULD!!! There is absolutely NO excuse for that behavior
by either the SM or the committee.
The CC should sign the application, and the Scout turn in the
application NOW. If necessary, the District Advancement Committee
should convene the Board, and, in fact should rebuke the SM for adding
an unauthorized requirement (by effectively changing the tenure
requirement) to the published requirements.
If there are "questions that will be raised" at the Board or DAC
meeting, they will only be directed at the SM, who, if what you state
is true, will be told in no uncertain terms to follow the program, or
