Out of Council Troops

Just one quick thought on this issue of out of district troops paying more...
It may be true that some Packs and Troops actually subsidise the camping
facilities run by certain districts in order for those districts to have
camping facilities available. And it might also be true that letting out of
district troops use the facilities would have them essentially by-pass paying
such subsidies into the camp. However, don't let the issue of subidies and
who might pay them cloud the fact that it may be well worth letting out of
district groups into camp as a way to earn revenue.
In other words, letting the camp go empty because the out of district troops
no longer attend the camp because of high fees won't serve anyone's purposes.
I would suggest having out of district campers pay higher fees ONLY when 1)
there is an actual subsidy issue and 2) when those out of district troops are
actually displacing space that an in-district troop could have used.
Of course the businessman in me (a Scout is Thrifty) tells me that if other
Packs and Troops are willing to pay more to use the facilities, maybe the
fees aren't high enough for everyone (the law of supply and demand... don't
leave money on the table).
