My source for this response comes directly from the professional
responsible for Advancement at National. He spoke to our class at Philmont
this past summer.
Unfortuantly, a boy cannot change the requirements of any merit badge
even if the scout can't complete that piece of the badge ( I think
this is a bad stance since so much can be learned by the other parts
of the badge). The scout can petition the council to have an alternative
set of merit badges for Eagle approved. I don't have the form no off
the bat. Another approach is to complete the requirement in the spirit
of the requirements. A troop of blind scouts wanted to get Astronemy Merit
Badge but one of the requirements was to identify the constellations.
Instead of looking in the sky, the leader cut out the constellations and
put them in the ceiling according to that time of year. The scouts felt
the constellations and identified them.
