In my opinion, if all the Boy is lacking is the SM conference, and the SM
feels that the boy has not meet the requirements for Scout Spirit, then the
SM should hold the SM conference, verify that the Scout has satisfied the
other requirements, and not sign off on the Show Scout Spirit requirement.
After all, it's the SM's job to determine that this requirement has been met
and sign it off.
Now the SM is duty bound, after refusing to sign the requirement off, to
counsel the youth, let him know what he feels the short comings were and then
set specific goals and requirements and a time to come back and show that he
has indeed met these goals.
If the SM just refuses to sign off, and doesn't help the boy achieve the
requirements, then the SM is not doing his/her job.
