There are 3 basic discussions on Merit Badges which you should look at.
The details of the process are explained in an article entitled
"Introduction to Merit Badges" in the current Boy Scout Requirements
book, (No.33215B) on line at: http://www.usscouts.org/mb/intro.html
That is geared more to the Scouts, than to adults, but it should be read
by the counselors, too.
There is a small pamphlet entitled ""Merit Badge Counseling" (BSA
Publication No. 34520) and the application form for Counselors, "Merit
Badge Counselor Information" (No. 34405). The information from both of

The pamphlet is designed to be used as a recruiting tool, given to
AND, there is a one page handout, entitled "Merit Badge Counselor
Orientation - Supplemental Adult Leader Training" (No.34542) which we

That one would probably be the training unit you are looking for.
PLUS, of course, the information in the Scout Handbook, the Scoutmaster
Handbook, the Advancement Committee Policies and Procedures book, the
Application for Merit Badges, the Boy Scout Requirements Book, and all
118 Merit badge pamphlets.
