There is no part of a blue cards that is to be turned in to the Council.
One part is for the MB Counselor, one part is for the Scout, and one part
is for the unit. The unit keeps that part, the one that says, "Application
for Merit Badge" and is the part that the SM first signs off on to show the
MB Counselor that the applicant has permission to work on the badge.
In fact, our Council refuses to accept them and gives them back when people
try to turn them in. That's what the Troop uses as it's original record
that the MB was earned *and* that it was entered into their records and
awarded to the Scout.
