As many of the posters have said, refusing a SM conference doesn't do the
boy(s) any good, since he is denied the chance to learn what areas he isn't
showing "Scout Spirit". I can think of several instances which could form
the basis for a Scoutmaster to say : you haven't shown Scout Spirit and so I
can't sign your SM conference", but unless he has a conference w/ the Scout,
the Scout won't know and won't change.
I have a bigger problem w/ several comment to the effect that a troop
committee, or a district committee, etc., can overrule a Scoutmaster's
interpretation of "showing
Communication needs to be established betweenthe Scout and the SM, but
respect and support needs to be developed between the SM and the troop - its
as wrong to refuse to hold a SM conference and deny the Scout the requred
as it is to overrule the SM refusal's to sign off on "Scout Spirit" and
provide the Scout w/ a BoR..
It may be only MHO, and I may not be in step w/ recent changes by
national, but as loath as we are to lose youths, we're not so overrun w/
parents willing to step forward and voluntteer to help w/ our Scouting
program that we can lose our Adults either.
