I don't think there are circumstances which would make this
a valid option. A conference is not a rubber stamp. The
SM could have it, explain in detail why he does not think
the boy is displaying Scout Spirit and layout with the
Scout a series of steps needed to change his mind.
Not having the conference leaves the Scout without
feedback, an opportunity for rebuttal and a chance to plan.
The Scout by the way can say the two magic words "I
appeal" and the unit committee is bound by the policy to
hear him and can then overrule the SM.
