Well WA-RickC got me looking again to see if I could read and sure enough=
I couldn't. "in sight of another adult" is in the book for the SM Confere=
under the "No one-on-one" sub-heading on page:134
So being a bit weird, if you wished to be perfect by all the books I have=
you can have a meeting yet not have any Scoutmasters Conference until ano=
adult arrives. This is a bit impractical so I guess that the SM Handbook =
limits us to 2 adults at the normal scout meeting although never jumping
out at us and saying it "2" "2" "2" =
