Handicap Scouts and MB's

We ahve a young man in our troop who is mentally challenged. He has earned
First Class via "Doing his Best", and some alternatives approved by troop
committee. My question is, what is the policy on merit badges as it relates
to disabilities? What leeway is allowed in national policy? References
please as opposed to opinions.
The troop is conducting a 1-month MB clinic, this boy is in Electronics along
with many others. The MB counselor is willing to go a long ways toward
granting him leeway, however the suspicion is that he will not have really
grasped any of the concepts and furthermore because of short attention span
etc. he is somewhat disruptive during the sessions. So her question is what
to do, on one hand give him positive reinforcement for the things he can do,
but to award the MB for a less than ideal effort is that fair to others, and
further if we don't award will he really learn an Object Lesson?
