One's primary registration is not an issue. One can only work on one
recognition per unit involvement at a time, so some one registered as a CM
and a SA and a UC could work on all 3 recognition at the same time. However
you can't work on the CM and the DL or another Cub leader knot unless you are
involved with 2 separate Cub units.
I think we are missing the point here. These are adult recognitions not
awards like Eagle, etc. There is no BOR for these knots. The benefit of the
doubt should also lean towards giving a recognition where ever due as it
promotes further involvement by our volunteers (use me as an example!). If
you are willing to work with a position for 2-3 years (5 for Distinguished
Commissioner!) and can in good concience sign off on the requirements for a
recognition knot, you should be given it! We have a Scouter in our Council
with 17 knots (keeps moving his World Crest up!). I don't question how he
got them, but if he's wearing one he doesn't deserve I'm not aware of it and
it's none of my business.
