I was absolutely in error when I said " How can the BOR confirm that
everything has been completed..." I know that this is the Scoutmasters
job! We do not re-test the scout to insure that everything has been
completed. We do, however, do a double-check to make sure that all the
signatures are there and take that to mean that everything has been
completed. Once, in 5 years, our SM forgot to initial "Show Scout
Spirit" even though he'd just finished the SM conference and signed
that. It was easily corrected.
