Because they can. And many do.

Nope. It may only cost in "real dollars" 2 to 5 percent to cover things
like long distance phone calls, transmission of advancement information to
that other Council and possibly some additional food.
The fees are there to discourage your unit and other units from camping
outside your Council, that's all. Some Troops will ignore the "penalty fee"
and camp there anyway because of the outstanding program.
