I suspect it *MAY* be the other way 'round or even coming in out of
Our Troop has a policy that unless there are two *uniformed* leaders
present, there is no meeting. We therefore require the parents to hang
around until there ARE two. A couple of fresh-out-of-Cubs parents have
been reluctant to wait and have challenged our Troop policy as being
"against BSA rules." Those boys have soon departed for Troops with
different rules. I note it is ALWAYS those parents who just "drop off"
their boy that complain.
