If they are signed in his book; there is no problem. Perform the
Scoutmaster Conference and BOR if they have not been signed off, file the
advancement report and award the ranks.
My experience has been that usually the parent, unless they have been pretty
actively involved at the troop, do not really know the advancement status of
their children and usually assume that they have completed much more than
they actually have. In the past I had one mother (who was also a personal
friend) come to me and want to know why her sons had not been awarded their
rank advancements and merit badges that they had been working on for quite
some time. The truth of the matter was that they had told her they were
working on certain badges toward the Eagle Rank but had not even been
attending troop meetings at all. The older had a car and these boys were
using scouts as an excuse to get out and run around.
More recently I was questioned by a mom as to why her son had not received
all the badges he had earned at camp. The situation was that he had
participated in the first year camper program and had completed quite a
number of requirements but had not completed any of the ranks and the three
merit badge classes had yielded three partially completed merit badges.
In a case like that mentioned in this thread, every effort should be made to
ascertain what these boys have completed and make sure they are credited and
recognized for what they have done but more proof than a parent's insistance
that all this work has been completed should be required.
