Cathy related a potential problem, for which she wants to Be Prepared,
dealing with a Scout transferring from another Troop in her town . . .
possible records problems with advancement.
I have a somewhat similar situation, and would like some input from the
wisdom of the list.
We have young man who has moved into our area from another council. We've
invited him to join our troop, and he (and his parents) expressed interest
in this. They say he's Life, and wants to attain Eagle by his birthday, in
I've repeatedly asked him to contact his "losing" council and get me the
transfer letter -- to no avail. I've asked his parents twice.
Being the busy people they are, they haven't gotten around to it. (I
thought of making them "a round tuit" but don't if that would help.)
Well, you can see my concern that he wants to attain Eagle in six months --
and barely that. We have no records from the other Council, meaning, no
transfer letter. If everything else is were in order, I'd have to put him
in a qualifying leadership position now, unless his "losing" SM certifies
completion of this requirement. But, without the transfer letter, as far as
I understand it, I cannot register him and realistically help him meet his

haven't done so. I can't see why they would his records to me -- or to the
address I claim is his, unless his family verifies it.
What am I missing? And what do you folks suggest I do?
