Several folks on the list, even some normally well informed ones, have said
that two-deep leadership is a different issue than YP. This may have been
true at some point in the past, but I don't believe it is now true. Page
134 of the SM Handbook list the very first YP POLICY as "two-deep
leadership". I think it would be safe to say that the 2-deep policy is a
component of both BSA's general safety policies and its YP policies. YP
POLICY does not just say "no one-on-one" (item 2 on the list), it also says
"two-deep leadership" (meetings excluded but SM conferences, etc. included).
I'm not sure agree with the SM conference part, but that's what it says.
