If he has a signed book, If he transfers into your troop, simply hold a
SM Conference and BoR (unless even those were "signed off"), and turn in
the advancement report, with a current date, saying that, as of the
current date, he has completed these advancments. Since there's no
"tenure" needed for Scout, Tenderfoot, Second Class, or First Class, its
really not an issue.

The CAMP should have a record. If it was your council's camp, or a
nearby council's, they should be able to check their records to see
which badges he completed. It may take some digging, but it's not
