My view is that the thought is to discourage out of council use of the camp.
Or say it a different way, encourage in council use. The other way of doing
this is to allow out of council use only after either 1) all in council
troops have already signed up, or 2) a date certain- say two weeks before
Now these other alternatives are obviously undesirable from the point of view
of an out of council troop; i.e. how can it do any planning if it has to wait
until either every troop in that council has already signed up or two weeks
before camp begins. Therefore it would be more desireable simply to hike the
fee for an out of council troop. Hiking the fee does discourage use by out
of council troops (thus keeping more spaces open for in council troops) but
does not prohibit an out of council troop coming in, if it truely is willing
to pay the price.
Another way to make this happen, rather than charging a premium, might be to
require out of council troops to pay all fees well in advance, rather than
the common in council policy of proportions of the fees due at various times.
And yes we are all in it for all the boys. But, councils with camps like to
make sure they are used by their councils troops. Otherwise they can easily
conclude that there is no point to owning such camps and the pool of camps
available to any of us diminishes. Too many camps have been sold already.
