The merit badge is "Climbing" - not specifically rock climbing. Wall
climbs are covered also.
The Guide to Safe Scouting is on line both at BSA's web site,
and on the US Scouting Service Project web site,
The rules for climbing are on the usscouts site at:
There is no age limit given there.
As for Archery, The new Cub Scout Academics and Sports program guide
lists archery as a camp sport. Special rules apply, but there does not
appear to be an age limit as such.
