I have never seen a requirement that states a Scout must earn the
service hours as a part of a Troop service project.
The handbook states:
"While a First Class (or Star) Scout, take part in service projects
totalling at least 6 hours of work. These projects must be approved
by your Scoutmaster." Period.
Nothing says what type of service projects they must be. I had one
Scout who was injured playing Pop Warner football and came to me
asking if he could earn service hours by helping coach the kids at
the youngest level (6 and 7 year olds who really look up to the
teenagers playing at the top level). I am allowing him to use this
time for his Star requirement, with a letter from the team coach
explaining what a good job he is doing with the young players. After
all, it is service to his community and anyone who has tried to coach
6 and 7 year olds in anything knows how hard that can be.
