My short answer is that all fundamental training needs to include a growth
and development game plan for boys that details the progression of a boy
from Tigers through Venturing so that even if a leader has only one training
course - the first one, he/she is exposed to the concept. Second, in the
front of each leader handbook there ought to be a flow chart that shows the
progression with notes about differences and references to pages in the text
where more information can be found (thanks to Jim Sleezer for this idea).
My thought is that leaders have to be exposed to this information right up
front in both training and literature with the information being regarded as
just as important as learning the fundamentals of each phase of the Scouting
