I think the problem here might be in the wording of the requirements.
The requirement uses the term "take part in service projects totaling at
least 6 hours of work." This would seem to indicate that it must be a
specific "project" with a beginning and an end. I would suggest however
that there are numerous alternatives that might be approved by the
scoutmaster. For example, what about 6 hours of serving as a hospital
volunteer? How about a solo on-going commitment by the boy to pick up
leaves and rake the leaves on the sponsor church's property? I believe
that the implementation of the requirement requires the common sense and
good judgement of the scoutmaster and should not be governed by a rigid
set of rules laid down by the troop committee or the advancement
