That ends it right there, Sharon. If your Pack is chartered from November
1998 to November 1999, and he registered during that time period, he's
REGISTERED FOR THE ENTIRE YEAR AS A SCOUT. Anything he does with or without
the rest of his Den or Pack can be used to meet requirements toward Cub
Scout advancement. Because he *is* a Cub Scout.
Scouting "does not take a break for summer." Units may, individuals may,
but the *program* is a YEAR ROUND PROGRAM.

Doesn't matter. If he paid your unit money, and your unit approved his
application (or just held it "until August", a rather *stupid* move in my
opinion....), he's REGISTERED FOR THE ENTIRE YEAR AS A SCOUT.

Present him with his beltloop at the earliest possible chance and encourage
him to continue to do things in and outside of the Pack....because when he
becomes a Boy Scout in a few short years, that's EXACTLY what he's going to
be doing...things with and without the rest of the Troop!
Scouting, once again, is a YEAR ROUND PROGRAM. It does not "take a
vacation" for the summer like school, church school or even some families!
