Your statement leaves me wondering who was ignored and by whom? Were the
Webelos ignored? Or was it the leaders. I have seen that too, but it's
usually a combination of lousy recruiting efforts on the part of
Scoutmasters AND misplaced expectations on the part of Webelos Leaders.
Commissioners report that many troop leaders - both adult and youth - say
that recruiting new boys will dumb down the program and cramp their style.
On the other hand, good troops with leaders who practice the Scout Law get
more recruits than they want.
While I haven't met any of the first group of leaders, I have met plenty of
leaders who 1) prefer to let their program do the selling, and 2) let the
youth leaders be the salesmen. If Webelos leaders go to a troop meeting
expecting the troop's adult leaders to do the bulk of the recruiting they'll
Please don't blame the Cub Scout program for some troops' failures to
attract and hold new Scouts. You are blaming the victims. Not a good
practice for our organization.
And please don't blame the Boy Scout program for the failings of SOME
troops. Fault lies on both sides, but it's not either program, and usually
not the training or materials. It's the implementation of the training that
should be the focus. I can TELL you how to attract Webelos to your troop,
but that doesn't do any good unless I SHOW you (reference the "Learning"
