You know, some degree of failure can be a good thing. If you spend most of
your time worrying about "setting them up to fail" you eventually start to
expect them to fail. Remember, the merit badge program has a lot to do with
building confidence and self-esteem. If you remove all of the major
obstacles, you are merely delaying failure.

for our clinic.
To my way of thinking, a merit badge clinic should have three purposes:
1) Provide Scouts with an opportunity to work on (and in some cases
complete) merit badges following the proper merit badge process.
2) Provide Scouts with an opportunity to complete partial merit badges
received from summer camp or other activities.
3) At the least it should serve to introduce Scouts to various merit badge
subjects they might not otherwise have an opportunity to experience.
As long as your clinic accomplishes at least one of these with every Scout
who attends it should be considered a success.
2. any information out there for statistics on what % Scouts do go back and
complete partial merit badge work?
I don't have any actual statistics and I doubt they exist because the BSA
doesn't collect data on partials. In my experience, it's right around 50%.
The percentage obviously goes up when the Scout is reminded occasionally.
