I am a local Cubmaster in Lawrence, Ks.
In my opinion, that youth became a scout the moment he paid his fees and turned over his application. We all know their is a lag time in getting applications turned into council. That's the very reason for the temporary card on the cover of the application. Upon giving his application to the Unit, the Cubmaster signs this card and returns it to the 'Cub'. Therefore you have a new Cub Scout.

I think I asked this before but, here it is anyway.
A scout signed up for our pack in June, paid. He is a Wolf. He had swimming
over the summer and has a certificate as proof. I do not think the
applications were brought to council until August.
So, is he a scout over the summer? He would like to get his swimming
