Nothing you said sounded like a problem that should affect the boy's
advancement. If the SM did not like the result, he/she can deny the
Merit Badge, but if the SM is happy with the result, I do not see a
The system is there to prevent abuse, but not to make procedures
preclude reasonable results. We are run by volunteers who average low
quality administrative results. We can not depend on the lists or
applications being turned in and noted as the basis for decisions.
I agree that the Rule, and Process are important because even if the SM
is happy now, the next case may turn into a struggle if the SM is
unhappy, but has allowed precedent.
But that is the SM's issue, not any outsiders. Your position in this is
unclear, if it is as an ASM for the Troop it is reasonable to suggest a
policy and outline the potential problems if the Troop does not follow
them. Otherwise drop it, at lease for this boy.
