When Scouting came to the US a Danish Scouter by the name of William
Hilcourt was hired to write a handbook for scouts in this country based
on Baden-Powells program. He subsequently wrote most of our early
manuals for boys, leaders and on the patrol method; he was the undisputed
leader of training in this country - a 5-bead Woodbadger.
Through a monthly section he provided to Boys Life Magazine he became
known as Green Bar Bill and set the standard for a Green Bar Bill patrol
(8 members) and the ideals troop size of 36 boys as several of you have
described. He described this as the best size to remain manageable, but
also to provide balance for competitive games and patrol competitions.
A wonderful old gentleman, he died in 1993 just before the Jamboree.
