Here are the requirements for the AOL:
"Be active in your Webelos den for at least six months since
completing the fourth grade (or for at least six months since becoming
10 years old), and earn the Webelos badge."
Note that it is six months after completing the fourth grade OR six
months since becoming 10, not AND.
And here are the joining requirements for Boy Scouts. Note once again
the use of the word OR.
"Meet age requirements: Be a boy who has completed the fifth grade, or
is 11 years old, or has earned the Arrow of Light Award, but is under
18 years old."
In the state of Michigan the cut-off date for school is December 1.
That means that a boy could turn 10 on November 30, be in a second
year Webelos Scout in the fifth grade and be eligible to earn his
Arrow Of Light award in December. He would only be 10 and one month.
