I will get right to the point:
Parent recently turned in his son's merit completed merit badge card
but.....he had the Scoutmaster sign the card after the fact. It was not
originally signed by the Scoutmaster or any Assistant nor did the SM or
ASM assign or present the blue card to begin with. Parent is a member of
the committee. Spouse was the merit badge counselor+ADs- however, she is not
on this year's current list of our district's MB counselors. This family
now feels their son is ready to start on his Eagle project.
Now what? Spouse may have very well registered but is not in the 1999
version booklet. When this person evidently registered after the booklet
was printed. Our COR probably carried the application to council instead
of taking it to our district's MB coordinator.
>From what I have seen this procedure has been taking place within this
unit for some time+ADs- before I became involved which has not been a year
yet. Some of the newer leadership has tried to stressed this but it
keeps happening and the SM apparently doesn't know any better.
