And I must disagree with you Richard and agree with Tom. Using your
definition, the young man in question would be penalized because of his
Pack's lack of program. He has spent his summer scouting with his brother's
troop because the pack had nothing to offer in the summer. The Scout should
never be penalized for the failure of adults to provide the program.
