Wow. Mike, I can't encourage you to put your foot down because all you are
going to do is get it stomped on.
This program relies on the good will and good conduct of all the volunteers.
If the Webelos leader submits the awards as having been completed (I don't
know how you do that in your pack) you, seemingly, have no choice but to
process those awards. There is no such thing, in Cub Scouting, as a Board of
Review or a Scoutmaster's conference in which to discourage advancement. But
even in Boy Scouting, where there is a Board of Review, the Board does not
challenge merit badge cards that have been signed off by merit badge
counselors. If the paper work exists, you give the badge.
Sorry friend. I suggest that you simply walk away a little wiser, both about
the program and about this particular leader.
