Thanks for the extended answer. The situation in NCAC seems to be that
the Scout Shop and the Council seem to be vying for authority and income
The advantage of National Scout Shops are that they are generally better
stocked than Trading Posts. Scout Shops contract with the local
Council, pay rent, and rebate a percentage of net proceeds to the
Council - the larger portion supports National. A Trading Post run by a
Council must make the capital investment in stock and then may enjoy the
totality of the net income stream.
That means that Scout Shops and Trading Posts are responsible/responsive
to different authorities. While all CSPs (or bottle caps) are
collectable the questions really are one of legitimacy and recognition.
