Sorry to disappoint, Moose, but National (i.e., the Western Region in
Sunnyvale) DOES get a copy (the ORIGINAL copy) of every advancement report
submitted to the the 63 local Councils in the Western Region. At any time,
the National Registration Service can request a copy of the Advancement
report from any unit in any local Council (and my information says that it
FREQUENTLY happens when it comes to verifying Eagle Scout applications
submitted to the Eagle Scout Service for confirmation and approval by the
National Court of Honor). This is why sometimes the Eagle Scout application
process at the National end goes fast -- or slow.

They should, Moose. They've been told to do so by National.

It'll happen, but not at the pace that WE would like for it to be.
