If a youth is registered and his fees are paid, he is active. There is no
option to define active any other way. You cannot make it be "while the pack
meets during the school year" or anything else. That is adding to the
requirement, a discussion we have with the BS and Eagle all the time.
If it has been six months since the youth received a report card moving him
from fourth grade to fifth - usually may or june, depending, he is eligible
to receive aol. Where I live that would make him a Webelos 6 months in early

HOWEVER, last I read, and it changes all the time, to join a troop he must be
10.5 with aol. So he cannot bridge immediately necessarily.
Finally, YOU HAVE SECOND YEAR WEBELOS AND YOUR JOB IS TO HET THEM OUT OF CUBS

These are not issues, these are misreading the requirements -- something that
happens here on the list all the time and is debated. Some of us have been
