Why not? It's a troop/patrol activity (other than troop/patrol
meetings), and if the Scoutmaster approves (and there's no reason not
to) it's an approved (minimum of one hour) service project.
There IS NO "No double dipping" rule.
A Scout earning Swimming MB has passed the Swimmer test. A Scout
working on Small Boat sailing and Rowing that demonstrates CPR doesn't
have to do it twice, etc.
